DOT DRUG & ALCOHOL TESTING

The Omnibus Transportation Employee Testing Act of 1991 requires drug and alcohol testing of safety-sensitive transportation employees in aviation, trucking, railroads, mass transit, pipelines and other transportation industries. DOT publishes rules (encompassed in 49 Code of Federal Regulations (CFR) Part 40) on who must conduct drug and alcohol tests, how to conduct those tests and what procedures to use when testing. In addition, each DOT mode has specific requirements. Company Drug & Alcohol Policy and Employee Training Packet

Effective January 1, 1996 all DOT regulated modes require covered employees be trained in the rules of their modality’s drug & alcohol testing regulations and their company drug & alcohol policy. Drug & Alcohol Consortiums
Oschmann Employee Screening Services provides Consortium services nationally. We are highly regarded by the Federal and State Motor Carrier Enforcement Agents that have audited our members’ programs. The Department of Transportation regulations allow for Consortiums to administrate the random testing of regulated employees in order to comply with the DOT standards. A Consortium pools your regulated employees with regulated employees from other companies in order to have a large enough base to select individuals equitably throughout the year.

Recognizing Drug & Alcohol Abuse/Misuse Training For Supervisors
Effective January 1, 1996 as required by the various DOT modes all supervisors of covered employees must undergo two hours of training in recognizing the signs and symptoms of drug and alcohol abuse/misuse in the workplace. Oschmann Employee Screening Services offers this training session to help you meet this requirement. The seminar provides supervisors with the necessary tools to help determine reasonable cause situations.

Supervisors must have this training in order to send a safety-sensitive employee for a Reasonable Cause Drug or Alcohol test. This seminar is a must if you supervise employees who are covered under the Department of Transportation regulations or a company Drug Free Workplace program. The concepts are universal.
